Magician Lv60 CRAFTED is better than Lv60 BARTUS'

I'd like to submit a report. I don't know where to categorize this so I'll probably just put this topic here in Bugs & Complain. Here goes;
The Magician's Elemental Staff is currently worse than the enchanted crafted counterpart. Just because of one thing, the Elemental Staff's min & max attack don't scale according to its level. See the image below where a guildmate of mine compared +7 Elemental Staff to a clean one.
